3. Use HDR to get a shot of a building or part of a building where you can adjust shadows to your liking

In general the best times are a bit after sunset or before sunrise. Night shots are good in the city but you will need a tripod or be lucky to have some place to set your camera. In good light and modern techniques you should be able to work without a tripod for many situations. Try to get results that you think are artistic. You may go for ultra reality or deliberate distortion.
